In my opinion, somebody has changed bottom lip of front bumper and middle part of rear bumper during car repair.
It's definitely completely another part.
Just my hint: Front and rear wheel arch is mounted to bumper by screws. Check imprints of screw head on wheel arch.
If bumper has been removed and returned back, there will be double screw imprints visible. It's really hard to fit screw to exactly same position.
It could be hint/evidence, that somebody manipulate with bumper in garage.
